As of October 2026, Spain's electricity bono social is a 42.5% discount for vulnerable households and 57.5% for severely vulnerable ones until 31 December 2026, and it exists only on the PVPC, the regulated price open to homes with up to 10 kW. One adult qualifies on income at up to EUR 12,600 a year (1.5 x EUR 8,400). The regulated gas tariff (TUR) costs EUR 728.80 a year for a home using 10,000 kWh on TUR.2, with 21% IVA and no other taxes.

What Is the PVPC and Who Can Take It?
The PVPC (precio voluntario para el pequeno consumidor) is Spain's regulated electricity price, as opposed to the free-market tariffs each supplier sets. This page shows no PVPC price per kWh: the October 2026 average the research reports is relayed by a comparison site and has not been confirmed.
| Topic | Rule | Legal basis |
|---|---|---|
| Who can take the PVPC | The PVPC, Spain's regulated electricity price, is open to households and micro-businesses on low voltage (up to 1 kV) with contracted power of 10 kW or less in each period. It is sold by the reference retailers (comercializadoras de referencia). | Real Decreto 216/2014, art. 5.3 |
How Much Is the Bono Social in 2026?
42.5% for vulnerable consumers and 57.5% for severely vulnerable consumers, from 1 January to 31 December 2026. The discount requires the PVPC: switching to a free-market tariff means losing it.
| Topic | Rule | Legal basis |
|---|---|---|
| Bono social discount in 2026 | From 1 January to 31 December 2026 the electricity bono social discount is 42.5% for vulnerable consumers and 57.5% for severely vulnerable consumers. | Real Decreto-ley 7/2026, art. 1 |
| Bono social needs the PVPC | Only a person on the PVPC, for their main home, can be a vulnerable consumer and get the electricity bono social. Moving to a free-market tariff means losing it. | Real Decreto 897/2017, art. 3.1 |
Who Qualifies for the Bono Social?
Any one of four routes is enough, on top of being on the PVPC for your main home. On the income route, a household at or under half its ceiling is severely vulnerable and gets the 57.5% discount.
| Topic | Rule | Legal basis |
|---|---|---|
| Who qualifies | You qualify through any one route: household income at or under the ceiling in the table below; a large-family title (familia numerosa); a household of minimum-pension Social Security pensioners with no more than EUR 500 a year of other income; or receiving the Ingreso Minimo Vital. | Real Decreto 897/2017, art. 3.2 |
| Severely vulnerable | On the income route, a household at or under half its ceiling is severely vulnerable and gets the higher discount. Disability of 33% or more, gender violence, terrorism victims and dependency (grade II or III) each raise the multiplier by 1. | Real Decreto 897/2017, art. 3.4 |
What Are the 2026 Income Ceilings?
The ceiling is a multiplier times the IPREM on 14 payments. The IPREM is EUR 600 a month, the figure in this site's visa-threshold index (Ley 31/2022 (PGE 2023), extended), so 14 payments come to EUR 600 x 14 = EUR 8,400. The multiplier starts at 1.5, adds 0.3 for each adult after the first and 0.5 for each minor, and adds 1 for disability of 33% or more, gender violence, terrorism victims or dependency (grade II or III). These are household income ceilings per year.
| Household | Arithmetic | Vulnerable: up to | Severely vulnerable: up to |
|---|---|---|---|
| One adult | 1.5 x EUR 8,400 = EUR 12,600; half = EUR 6,300 | EUR 12,600 | EUR 6,300 |
| Two adults | 1.8 x EUR 8,400 = EUR 15,120; half = EUR 7,560 | EUR 15,120 | EUR 7,560 |
| One adult and one child | 2 x EUR 8,400 = EUR 16,800; half = EUR 8,400 | EUR 16,800 | EUR 8,400 |
| Two adults and one child | 2.3 x EUR 8,400 = EUR 19,320; half = EUR 9,660 | EUR 19,320 | EUR 9,660 |
| Two adults and two children | 2.8 x EUR 8,400 = EUR 23,520; half = EUR 11,760 | EUR 23,520 | EUR 11,760 |
What Is the Gas TUR and What Does It Cost?
The TUR (tarifa de ultimo recurso) is the regulated gas tariff. The price depends on your yearly consumption band. All prices are before tax (BOE resolution of 30 September 2026, read on 25 October 2026).
| Topic | Rule | Legal basis |
|---|---|---|
| Regulated gas tariff (TUR) | The gas TUR is set by the government and its energy price is reviewed every quarter (1 January, April, July and October). The current prices apply from 1 October 2026. | Resolucion DGPEM 30-09-2026 |
| Tariff | Yearly consumption | Fixed term | Energy term |
|---|---|---|---|
| TUR.1 | Up to 5,000 kWh a year | EUR 3.83 a month | 5.25259 cents per kWh |
| TUR.2 | 5,000 to 15,000 kWh a year | EUR 8.17 a month | 5.042762 cents per kWh |
| TUR.3 | 15,000 to 50,000 kWh a year | EUR 19.32 a month | 4.698799 cents per kWh |
What Does a Year on the Gas TUR Cost?
Two households, worked out from the BOE prices above: twelve months of the fixed term, plus the yearly consumption times the energy term, plus 21% IVA. These bills are fixed term plus energy plus 21% IVA only: the hydrocarbon tax and the meter rental are not included, so a real bill is higher.
| Household | Tariff | Arithmetic | Per year |
|---|---|---|---|
| Small flat with gas hot water, 2,784 kWh a year | TUR.1 | (EUR 3.83 x 12 = EUR 45.96) + (2,784 kWh x EUR 0.0525259 = EUR 146.23) = EUR 192.19 before tax; x 1.21 IVA | EUR 232.55 |
| Home with a gas boiler, 10,000 kWh a year | TUR.2 | (EUR 8.17 x 12 = EUR 98.04) + (10,000 kWh x EUR 0.0504276 = EUR 504.28) = EUR 602.32 before tax; x 1.21 IVA | EUR 728.80 |
PVPC or Free Market: Which Should You Choose?
The deciding fact is the bono social: choosing the free market means losing the bono social, so a household that qualifies keeps the 42.5% or 57.5% discount only on the PVPC. Without a confirmed PVPC price, this page does not say which is cheaper; it compares the rules, then lists the three free-market tariffs whose suppliers publish a price.
| Question | PVPC | Free market |
|---|---|---|
| Who can take it | Households and micro-businesses on low voltage with up to 10 kW in each period | Set by each supplier's own terms |
| Who sells it | The reference retailers (comercializadoras de referencia) | Any free-market supplier |
| Bono social | Available, for your main home, if you qualify | Not available: moving here means losing it |
| Price per kWh on this page | None shown: no confirmed figure | Three supplier-published tariffs, below |
| Tariff | Energy price | Power term | Fixed price | Minimum term |
|---|---|---|---|---|
| TotalEnergies A tu Aire Luz Siempre | EUR 0.12 per kWh before tax, 24 hours, for consumption below 4,000 kWh a year | The tariff page does not publish the power term. | 12 months | Not stated on the tariff page |
| Holaluz Tarifa Clasica (24 h) | EUR 0.15 per kWh before tax, 24 hoursEUR 0.14 per kWh before tax, 24 hours, if contracted online | EUR 0.12 per kW per day before tax, peak and valley | 12 months | No minimum term (sin permanencia) |
| Octopus Energy Octopus Relax | EUR 0.15 per kWh before tax, same price 24 hours | EUR 3.60 per kW per month before tax, peak and valley | 12 months | Not stated on the price page |
Which Tariff Fits Your Situation?
Three situations from the research, kept only where the answer rests on a rule read in the BOE or a confirmed price.
| Situation | Answer | Why |
|---|---|---|
| Pensioner couple who qualify for the bono social | PVPC, and apply for the bono social | The 42.5% to 57.5% discount exists only on the PVPC; every free-market tariff rules it out (Real Decreto 897/2017, art. 3.1). No price is compared. |
| Home with a gas boiler, 10,000 kWh a year | Gas TUR.2: EUR 728.80 a year | (EUR 8.17 x 12) + (10,000 kWh x EUR 0.0504276) = EUR 602.32, x 1.21 IVA = EUR 728.80 (fixed plus energy plus IVA only). The research reports the TUR beats the free-market gas offers it found, but those offers come from a comparison site and are not confirmed. |
| Landlord between tenants, a 3-month gap | No verified answer | The research picks the PVPC for having no permanence, but that has not been confirmed in a source this site has read. |
Frequently Asked Questions
PVPC or free market: which suits me?
It depends on the bono social first. The bono social (a 42.5% or 57.5% discount in 2026) is only available on the PVPC, so a household that qualifies loses it by moving to a free-market tariff. This page shows no confirmed PVPC price per kWh, so it makes no price comparison. The three free-market tariffs whose suppliers publish a price, read on 25 October 2026, are TotalEnergies A tu Aire Luz Siempre EUR 0.12, Holaluz Tarifa Clasica (24 h) EUR 0.15, Octopus Energy Octopus Relax EUR 0.15 per kWh before tax.
What is the gas TUR and who offers it?
The TUR is the regulated gas tariff: the government sets it and reviews its energy price every quarter. From 1 October 2026, TUR.1 (up to 5,000 kWh a year) is EUR 3.83 a month plus 5.25259 cents per kWh, before tax. The BOE resolution sets the price, not the seller; this page does not list the retailers that sell the TUR, because that list has not been verified.
